Our Story

Ellumen, Inc. is a rapidly growing business that specializes in a variety of IT fields from healthcare systems to medical imaging technology.

As a privately-held, certified small business headquartered in Silver Spring, MD, we’re proud to have expanded and experienced significant growth every year since we opened our doors in 2003.

With both federal and commercial clients, we facilitate and specialize in health information exchange for new and legacy systems as well as operations and maintenance, system design and development, cyber security, data privacy, medical imaging and interoperability for large-scale and complex environments.

Our growth is a direct result of our commitment to providing customers with a satisfying business experience. Our headquarters are located in downtown Silver Spring, MD. However, our influence spans the country. We have employees on the ground across the nation, from Frederick, Maryland to Walla Walla, Washington.

Bill McColloughFounder

McCollough has years of hands-on experience in diagnostic medical imaging, the PACS industry, and in the development of new types of medical imaging devices and modalities. Mr. McCollough’s background in security stems from over a decade in service with the U.S. Air Force as a strategic/tactical intelligence analyst specializing in the reverse engineering of foreign electronics, electronic and counter-electronic warfare, and broad-spectrum communications. McCollough holds multiple patents, is a licensed professional engineer, former Air Force Officer, and holds an MSEE (Electrical and Computer Engineering) from the Air Force Institute of Technology.

Mike J LubyFounder

As co-founder at Ellumen, Luby has over 20 years of enterprise systems engineering experience, covering diverse and highly secure domains ranging from healthcare, to weapons systems, to nuclear reactor construction. He spearheaded Ellumen’s leadership position in cyber security, building a world class team that obtained the first ever jointly accredited secure health data exchange between the Military Health System and Veteran’s Administration, and obtained the military’s first certification and accreditation for digital imaging exchange capabilities. He holds a Master’s Degree in Computer Systems Management from the University of Maryland.

Art CarrollChief Executive Officer

As CEO for Ellumen, Carroll has over 25 years of experience in computer systems, application development, lifecycle and system engineering. He has spent the past 17 years in management positions, seven as a principal engineer at Northrop Grumman, with P&L responsibilities ranging up to $10M+ w/professional staff of 55 professionals. Carroll manages program objectives for FHIE/BHIE Framework capabilities as well as those of other related health informatics projects. The overall program focuses on the exchange of clinical information between government agencies and between government and commercial entities. Carroll holds a BA from Mt. St. Mary’s College.

Mary VogelPresident

As Ellumen’s President, Mary Vogel has over 20 years of experience in complete project lifecycle management, business development, and client support. Vogel currently manages an interagency image sharing project that supports the testing of a prototypal solution for DoD and VA medical clinicians. She has successfully developed interactive training videos and a quick start guide to reduce training support costs to the customer and identified and implemented a process workflow to streamline patient information capture by clinical support staff.

Prior to Ellumen, Vogel was responsible for business development, as well as directing a Federal agency’s Web Portal Project that established agency portals to share business and functional requirements, and standardize on elements such as look and feel, architectural direction, certain style conventions, Section 508 and security standards.

Vogel holds a BA in Religious Studies from St. Michael’s College and an MA in Applied Psychology from Fairfield University.

Mike G LubyChief Operating Officer

Mike G. Luby is Ellumen’s COO, offering clients and communities the benefits of his ten years of unique insights gained while tailoring federal health technology for achieving VA and DoD business goals. Mike is passionately dedicated to improving and streamlining health care for the nation’s Veterans and active duty military population. Mike received his degree in Law and American Civilization from Towson University.

Dan WaylandChief Technology Officer

As CTO for Ellumen, Dan Wayland has 17 years of experience in the fields of health IT, system architecture and design, legacy system analysis, and expert project management to keep technical programs on time and on budget. Mr. Wayland has served as a technical lead and scrum master on multiple major development, upgrade, and sustainment efforts for VA, DoD, and IHS projects and commercial hospital medical systems integrations. Curiosity about how health IT data sharing could work better has created an active interest in emerging standards such as FHIR.

Mr. Wayland also served on a system architecture team for a mobile phone messaging integration platform that processed 5 billion messages a month.

He is a certified as a SCRUM Master by the Agile Alliance, certified in Java Development by Sun/Oracle, Oracle Database Administration, IBM Websphere Application Server Administration.

Mr. Wayland holds a BEE degree from Georgia Tech Institute of Technology and has completed Master’s course work in software engineering at Southern Methodist University.

Tram LyDirector of People Operations

Tram Ly is Ellumen’s Director of People Operations with over 18 years of human resources and federal contracting experience. Tram currently oversees talent acquisition and the implementation of creative HR programs that help Ellumen achieve its values of ingenuity and connection. Tram received her bachelor’s degree in sociology from the University of Maryland, College Park and her HR certification from the HR Certification Institute.

Chad BiglerDirector of DevSecOps

With over 20 years of IT experience, Chad Bigler consistently demonstrates Ellumen’s values of innovation and forward thinking as the Enterprise Operations Manager. He’s supported a number of large Ellumen projects, always taking a true SecDevops approach and seamlessly implementing application monitoring and best practices for clients.

Mary CarrollDirector of Communications

Mary Carroll is our Director of Communications, offering our clients and partners her 5+ years guiding small business owners on smarter, better approaches for capturing audience imaginations and inspiring action. Mary leads the marketing team in writing company press releases, overseeing web content and developing corporate marketing strategies. She received her undergraduate degree in communication and media studies from the Catholic University of America.

Josh DixonFacility Security Officer

Josh Dixon is our Facility Security Officer and cybersecurity analyst, offering our clients and partners timely insights for the business and policy events shaping the technology landscape. Josh received his undergraduate degree in communications and his graduate degree in cybersecurity management and policy from the University of Maryland University College.

Jack VogelTechnical Writer/Proposal Specialist

As Proposal Specialist, Jack Vogel offers experience in content generation and technical writing. Vogel is instrumental in the use of Ellumen’s full video/audio production studio and infuses creativity into each proposal and marketing campaign. He received his undergraduate degree in communication arts from St. John’s University.

Cosmic Symphony

Despite our firm’s IT focus, Ellumen is highly involved in supporting local arts as a seasonal sponsor of COSMIC Symphony. COSMIC Symphony is a staple of the arts scene in Southern Maryland, offering high-quality orchestral music from local musicians of all ages. COSMIC not only provides a diverse and entertaining selection of music to the community, but also nurtures the passion for performance among young musicians through its Young Artist competition and use of mentorship. Our sponsorship of COSMIC allows us to fully support the passion and vibrancy of our local community.

Heifer International

Heifer International is a global non-profit focused on providing holistic solutions to hunger and poverty. In addition to distributing food and animals, Heifer teaches sustainable farming methods to communities, improves local economic systems to benefit farmers and empowers women with opportunities for education and leadership. This organization aligns with Ellumen’s mission by providing sustainable, long-term solutions to a global problem.

Ellumen is proud to support the St. Ann’s Center for Children, Youth & Families, an organization which nurtures and empowers families on their journey to stability and recovery. St. Ann’s offers a holistic, values-based approach to caring for the community, offering safety, trauma-informed care and a culture of dignity and respect to all the women and families it serves. Ellumen is proud to contribute to this important organization as it continuously builds the strength, stability and self-esteem of our community.

Salvation Army Angel Tree

Angel Tree matches Ellumen with children from qualified families unable to provide gifts and clothing to their children during the holidays. Collaboratively, our staff and board provide at least three new gifts to each Angel from their wish list. This tradition allows Ellumen to form a personal connection with children in the community.

U.S. Marine Corps Toys for Tots

The Toys for Tots program is dedicated to helping children throughout the United States experience the joy of Christmas. Ellumen contributes to Toys for Tots by collecting new, unwrapped toys which are then distributed as Christmas gifts to needy children in the community. Each year Ellumen strives to contribute more than the last to the annual toy collection and distribution campaign, and we typically gather at least two boxes full of toys. Toys for Tots provides us with an opportunity to contribute to bettering communities, investing in the future and spreading the joy of Christmas.
